Centrally Assessed Railroad & Utility Property
Pursuant to Sections 137.022, 138.420, Chapters 151, 153 and 155 RSMo, the Commission values and assesses the distributable property of electric power companies, pipelines, railroads, telephone/telecommunication companies, freight line companies, airlines and commercial aircraft.
Values are determined for the operating unit (system value), and then allocated to the state based on a variety of factors. Allocation includes such factors as plant in service, miles of pipe, revenues, net operating income etc, see 12 CSR 30-2.016 Allocation of Unit Value for specific industry factors and weights. Finally, the Missouri allocated value is apportioned to the counties based on “miles of line”. The tables below summarize the values by year.
